Russia is China's neighbor and has experience dealing with infectious disease from China. All they did was put politics and economics aside and follow infectious disease protocols 101. The shut the border with China very shortly after the outbreak started. Then, there was an aggressive testing protocol with contact tracing and quarantine of positives. People coming in to the country were screened for symptoms and and tested. This is very important because it shows just how awful the response in the US was. We let the virus come in and had no testing protocol in place until the virus had spread far and wide.
