Very few people can run 13:30 and not 3:59. Lots the other way.

A 4 min mile is 4x~60s laps, a lot of people can imagine that. A 13:30 5k is 12.5 64s laps, lots of people can't imagine that.
Easy, 13:30. Just look at the tfrrs performance lists from any year and report back how many guys run sub 4 or the 1500 equivalent outdoors and how many in the 13:20s and below there are.

I know there is a list of sub 4 Americans, is there a sub 13:30? I would guess there are more sub 4 milers, therefore the 5k in 13:30 is harder. Both are competed at NCAA level and above, so fairly even in the number of attempts.
But then, in HS, we have something like 9 or 10 sub 4 milers but no sub 13:30 5k. Doesn't Rupp hold record at 13:37?
