There are no fans anyway. The only people in the crowd are the other athletes.

I ran indoor nationals one year and that’s what it felt like.
It felt like practice and not a championship.
You must not have been to the same NCAA indoor meets I have been to. Watch the 4x4 from 2017 and tell me that seems like practice.

The only two meets I've ever been to with "fans" as opposed to other competitors were Penn and any meet at Oregon.
As published in the ABQ Journal:
...the City of Albuquerque announced late Wednesday afternoon that admittance to the NCAA Indoor Championship Track & Field Championships, scheduled for Friday and Saturday at the Albuquerque Convention Center, will be restricted, “following NCAA guidelines on national championship events that limit participation to athletes, essential staff, and their families” — no fans, in other words.

Who are the fans other than the above? Teammates who did not qualify would likely also attend but I would think a majority of those in attendance would be family members of the athletes.

I know a lot of people here to watch NCAAs. Obviously anecdotal, but it’s more than just family. Hopefully they refund tickets.

2017 NCAA indoor meet sold out.
There are "fans" at track meets but I'd bet 75% of them are family members. The tweet says "limited family" will be allowed. If that holds true for track, I wonder if people will notice much of a difference.

The "1 side empty" tradition will still be present at all NCAA meets.
