Someone is selling a 2019 Chevy Bolt with 15,000 miles for $21,700. I obviously won't get tax credits or dealer incentives if I buy used. Is this a good deal or should I get a new one?

no.
I would be open to owning one but $36,000 is too much for a commoner such as myself.
I own one. That’s not a bad deal by price at least. Assuming the car hasn’t been in any accidents.
Brand new, after credits, costs about $30K. It only costs $1 a day in electricity to run. Mine has about 22K miles on it, runs like new.
It takes about three days for those suckers to absorb enough solar power to make it down the street commie

There's an oversupply of new 2019 models because nobody bought them. Many dealers are selling them for way under $30,000 plus there's some tax credits before the end of March.
Pretty cool Chevy named a car after Usain...
You have apparently mistaken this running message board for an archive of Car Talk. Sad.
