Rebels? You mean Al Qaida's radical Muslim terrorists? Thank God Russia is destroying them.
rebel-friendly sources are constantly exaggerating these reports as they fish for a pretext for the US to help the Turks intervene, which they can't do alone, as it's not worth it for them to go get thousands of their green troops killed by the battle-hardened Syrians.
9 killed is the lowest report now, but the talks are about much more casualties, from 30+ to several more dozens.
The SOHR is a expat living in the UK who never names his sources. Reuters used him as a propaganda tool to start the war. Only drives home the point they are fishing for a pretext here.
Turkey for the moment is admitting the death of 22 soldiers

There are rumors of dozens off corpses still under the rubbles. Note that they are trying to shift the blame on Syria, probably to not look weak then they don't retaliate against Russia.

So are people dead or not?
This is only news to Hawks looking for excuse to stoke conflict and obtuse agendas.
Losses, direct or collatoral, had to be expected when Turkey decided to directly intervene in Syria, where they and just about everyone else have long been fighting clandestinely or through proxies - or now, directly.
Less than two years ago, the US wiped out a couple hundred Russians and in Syria it barely registered as an event...
