Steve Scott was 4th at the California state meet.
He won the mile/1500 at 3 NCAA D2 championships. Irvine moved to D1 and Scott won the NCAA D1 1500 as well.
He ran his first sub 4 as a jr in college. By the time he graduated he had run sub 4 11 times. Sure he wasn't the top hs runner in the nation, but this is far from coming out of nowhere.

I know his wikipedia page says 4th, CA state hs 880 yards. I am reading CA state hs results, 1974, it states, 2nd, 880 yards, 1:52.4 for Steve Scott.
Note: N.F.L. wide receiver, James Lofton was there at 1974 CA state T&F meet.
Snott's talent had a long incubation period. His coach basically quarantined the kid for fear of burn out and the dangers of infecting his teammates with feelings of weakness. When Snott was finally allowed to compete internationally, word spread of his talent like a virus.
Unfortunately, his was an era packed with potential bogey men, such as Seb Cough, who usually ended up wiping their sleeves on him - at least when it splattered.

I believe Scott played baseball for a spring season or two for his high school team, so he wasn't competing in track & field for four years of high school.

Did 3:40 1500 m in 1976 at age 21 (at Olympic Trial?).

I want to say he ran 4:16 at Upland High. His breakthrough I think was a 3:56 he ran as a Junior (as stated) while at Irvine. Irvine was D2 at that time I remember correctly. He was on the cover of Track and Field News for that effort. It was a pretty big deal at the time.
