The "Hunger Games" metaphor made me smile when I read it ... because it does apply in various aspects of the "NY State Championship Meet".
What is called the "NY State Track & Field Championship Meet" is actually the NYSPHSAA (New York State Public High School Athletic Association) Championship Meet.
The NYSPHSAA is one of the four Athletic Associations in New York State ... The other three are (1) CHSAA (Catholic High School AA), (2) PSAL (Public Schools Athletic League) of NY City, and (3) NYSAIS (Association of Independent Schools).
The CHSAA, PSAL and NYSAIS have their own separate championship meets held prior to the NYSPHSAA Meet ... For its champion meet, the NYSPHSAA allows the CHSAA, PSAL and NYSAIS to enter representatives to compete for "Federation Championship" medals/titles ... The four NY Associations comprise the NY Federation ... There are separate awards and award ceremonies for the NYSPHSAA winners and Federation winners.
The "NY State Track & Field Championship Meet" (both indoor & outdoor) are conducted under the Championship Philosophy of the NYSPHSAA (actual document available (dated Aug 2018) on their website).
The NYSPHSAA Championship Meets are technically Intersectional Championship contests with each of the 11 sections sending equal representatives, with a few additional entries allowed depending on the sport.
The current philosophy of the NYSPHSAA is to limit participation in their championships ... Quote from the History Section of the Philosophy document ... "In August of 2009, the NYSPHSAA representatives voiced concern over the growth of participation in NYSPHSAA Championship events. A committee was established with the responsibility to review and revise if needed, both the philosophy and the philosophical guidelines for NYSPHSAA State Championships."
As many of us in NY are aware, the NYSPHSAA Track & Field and Cross Country Championships do not include (by design) some of the best teams and athletes ... It is what it is.
