She has potential for 46.98 this year.

You're going to have to go through the same exercise, of trying to find the nearest clean time with every present world record. The other wr's are all just as doped as 47.6. And 48.14.

Ok great. Jarmilla was a really good runner. She had potential to get down into the 50.85 at absolute best to 51.56 range naturally based on her really good 53 second start.. Sort of similiar to what the UKs Emily Diamond runs but slightly better.
Not bad natural times. Her 47.99 just doesn't count. That's all.
I mean we should all be congratulating Jarmilla for the good effort. She gets an A for effort at track and field and the 400 and 800. At least she put in a good effort.
She still would have been a pretty decent natural 400 and 800 runner. Her 50.85 to 51.56 range in the 400 converts to probably a 1:58.9-1:59:98 in the 800.
So still really good times there. But she's just not the best in the world.

So who controls the WRs now? Is it the IAAF? And if they are then should the WR list be controlled by Americans?

There is a lot to suggest she is clean, in terms of career, progression, competition schedule, race strategy, physique, running mechanics, etc., all pass my test for cleanliness. There are a few things I am curious about such as some of her coaches and training partners. Btw, I learned a long time ago that clean athletes can train with and be coached by dopers and not dope themselves.
That's a very naive view, to think that a performance that is on the cusp of a doped record that has stood for over 30 years will not also be doped.

I initially thought Jarmilla would be around 50.85 to 51.5 naturally. I now have to lower that.
She was probably around a 49.75 to 50.25 natural 400 runner. So those are really good times naturally.
I don't blame Jarmilla. How could you blame her? When something new comes out back then i'm sure everyone wanted to get on it.
There's been plenty of steroid users and still nobody has approached 47.99 so I guess that's what happens when you take natural talent like Jarmilla had and put them on steroids.
I'm guessing the steroids had to give her only a 2 second advantage. For her to carry that heavy of a bodyweight around the track even on steroids is incredible. SHe looks to be about 174 in the pics.
So had to update this a bit. She was definitely a 49.75 to 50.25 natural runner. Those are incredible times.. She's still a really good athlete.

That progression suggests she will be running 47-low this year or next year. Clean - sure.
