Yes, 7N is just a back-of-the-envelope estimate of air resistance at that speed with some assumptions for height and surface area. It's also approximately the amount gravity would impact a ~155 lb person perpendicular to the belt (i.e. same direction as air resistance) at 1% incline. A simple diagram would explain it a lot better I'm sure.
