On a new road bike that actually fits a person, nearly anyone with a BMI under 30 could accomplish this. Riding 12 mph on a road bike is incredibly easy. The most difficult thing for most people would be whether their butt and back could sit on a bike for 2 hours.
Your last sentence is the big part for most people.
During the summer I bike commute a lot and without even trying, just riding hard enough to get from Point A to Point B, I average around 15.5mph. It’s a pretty flat ride with no real hills.
During the winter I do a couple of indoor rides per week cross training and 45-60 minutes Can get rough on the backside.
