What would be the consequence of taking out a $25,000 loan that I can't repay?
As soon as you get a job or other source of income, they will take money out of your checking account to pay the debt. Lookup asset seizure.

If they can prove any of:
1. You lied to get the loan
2. You used the loan for something other than the stated purpose, or
3. You never intended to repay the loan
then that's fraud and you can go to jail.
Otherwise, if you don't lie and you make a good faith effort to repay, then most likely you just wreck your credit and the worst that happens is they get a judgement against you and force repayment (like take a portion of your paycheck), but that's unlikely.
If you can't repay it, it's unlikely anyone will give you a loan to begin with.
But, why not get the treatment you need and just not pay the hospital bill? That happens all the time. The hospital eventually gets paid back by the government for the loss.
Your credit score would get destroyed and they would garnish your wages.
