I think if he runs over 63 I would consider that a bad sign for the trials. Even not going all out I think he is upper 61-low 62

You have no idea what his intent is. Maybe he is just doing it because it is his modus operandi to do this and he did not do it before Chicago last fall and that did not end well.

I mean he did run his PR in a tune up race. Would be cool to see an American record even if the course is not eligible

Will jog a 62:30 just to get a feel for his marathon pace.
It's probably going to be closer to 160 feet drop, look at the data on the full marathon page. The first half of the full is the downhill part; the half marathon starts at mile 13.1 at 1361' and they run to the same finish line at 1201'. There's a slight downhill a little less than a mile from the finish. At any rate the weather will be 40°F at the start, should be good conditions. I wonder what variation of the Vaporfly he's gonna wear.

That just means USATF certifies the course distance is actually 13.1 miles based on the shortest possible path. No impact on record eligibility.
