They need to change the rule. The first batter hit in a game gets one base. Each additional batter gets another base. So the 4th batter who is hit, gets 4 bases. I hate having the umpires make judgment calls about what is in someone's head.

Beanings won't happen over this. That is an immature "solution" and the players are too professional and mobile (free agency and trades) these days. Let's say that Jose Altuve is traded by Houston to San Francisco in 2022, do the Dodgers get to throw at him for something that happened in 2017?
I would like to see MLB work up some huge future sanctions for these situations should they happen again. Any team officers, employees, or coaches involved draw an indefinite ban from the game. Players that are involved should get major suspensions (81 game minimum w/o pay). Franchises should also pay a heavy price - loss of shared revenues from broadcast and streaming deals, merchandising, early round draft picks, barred from seeking negotiation rights for foreign players, etc. for at least a year. Those penalties would preclude the team from signing elite free agents, stocking their minor league system, and disappoint their fan base for many years afterward.
Plunking a guy lasts a short amount of time. I'd rather see the guilty tossed out and the cheating franchise fiscally relegated to non-competitive status and forced to rebuild.

Actually, 1 base on the first hit batter, then 2 bases for every batter after that might actually solve the problem.
Though purists say a team has to be able to "respond" in order to protect their own players.
A lot more players would armor up like Barry Bonds did late in his career and crowd the plate. That could turn the game into a farce.

There's more, but you get the point. Systemic cheating by an organization is actually worthy of drawing enough ire that you'd want to plunk a guy. That's understandable. Not the usual pettiness that'll get a guy hit these days.
