Look around for sales. Check eBay/craigslist and other sites for commerical grade refribrished treadmills.
After looking at numerous new treadmills, I got a Landice Pro Trainer from Craigslist 120 miles from here for $550 plus $120 shipping.
You should be able to find a used one in good condition for $1000 or less.

I would love to try a curved treadmill, but their prices are quite high.
Above 12mph might be hard to find on a budget. I personally just increase the incline when I want to go faster than 5 flat. I get that might not be satisfactory if you want the actual turnover though.
There are some features I wish mine had. I cannot pause, no exporting data (without ifit subscription), and no way to have a custom workout. All things I didn’t know I wanted before I had my first treadmill. Just stating in case you find want any of these features. Certainly only in ”extras” category though.
Landice is the way to go. Great warranty, American made. Don't need a new electrical circuit like a Woodway either. Mine goes up to 12mph/5 min mile pace. Feels very stable.
I also bought a used treadmill. I bought mine from Facebook marketplace. It was a 3 year old Life Fitness T5 and I got it for $800 (they are close to $4k new).
If buying new, I would go with a Nordictrack commercial 1750 or 2450
