I’m looking for a recommendation on a fully waterproof rain jacket for when the weather is really nasty and cold. I’ve been eyeing the Salomon Bonatti. Any thoughts on this jacket or recommendations for others?

If you are looking for a packable waterproof jacket with over 10k/10k Bonatti is good stuff but be aware that there are three different models (standard, race and pro)
Another true & trusted options are:
Raidlight top extreme mp+
Inov-8 stormshell jacket
OMM kamleika
It's no cheap apparel but it's worthwhile. Of course, there're options from different running and Mountain brand (Arc'terix, Asics, TNF, Haglofs, LaSportiva, Montane, Columbia, Patagonia, etc.. .)
Take a look at UTMB runners material.
Important:
These are all third layers.
They protect you from wind and rain.
If it's really cold take a look at merino's wool second layer apparel.
Rain jackets are always a problem. They are either too bulky or they can't keep a lot of rain out for long. I have a Marmot similar to this one. Make sure you get a jacket where the hood fits well. That is not the case with a lot of jackets.
I've never been a fan of "fully waterproof" jackets, as they tend to build up more moisture than if you would just wear layers and get wet. To the point of where there is water moving up and down in the sleeves.
Not to mention that they really are only for selective days. If it's above ~50F, forget it -- way too hot, even if I wear it alone with nothing under it.
I've got a Brooks rain jacket, and I only wear it maybe, umm, like 3-4 times a year. I'm outside running almost everyday too.
Up to you... but you might actually be wetter from sweat and whatever rain gets in, versus just layering up with quality gear.
I’ve put on the Nike Futurelight jacket in the store, and I’d take a serious look at that if I needed a waterproof rain jacket for running. Even the light ski shell was really soft and... well... lightweight.
Shakedry but be prepared to pay for it
the Ultimate Direction Ultra Jacket 2.0 is expensive but awesome. got it for udner $100 on sale somewhere and though I'd rather never need to use it, it performs great. works well for cycling too.
but yeah...if it's over 50 degrees forget about waterproof anything.
The Gore R7 Shakedry is what you seek. Extremely lightweight, but completely wind and waterproof while still breathing pretty well thanks to how thin it is.
I've worn mine in 20* 25mph winds with a merino long sleeve and a soft, very light running jacket underneath and was perhaps a bit toasty. I've also worn it with only the merino underneath during 38* and rainy temperatures and was quite comfy - that's what I'll probably be running in the next two or three days as well.
I like my arcteryx norvan. Wish it had some hand pockets to stick things in though.
But as far a rain running jacket it keeps me dry on the inside both from rain and sweat (unless it’s in the 60s or above)
The New Balance jackets are great - wind cheater or something. I have a $60 team jacket and I've worn through a wet fall and winter and held up every time.
