So you switch team gear between the women’s race and the men’s race?
Yes, it's absolutely possible and if the schools were close to one another they may as well practice together too. It would benefit both teams to have more quality guys to workout with.
They don't even have to be in the same city. I know a guy to coaches at a university in San Antonio as well as Austin.

NCAA would see those joint practices as competitions. Season would end fast.
Not sure. I only coach at 1 university in San Antonio and it can be overwhelming

Looks like a conflict of interest but to piggyback on that question could one be the HC of.a D2 team and a JUCO team at the same time / diff governing bodies practicing diff tones and diff locations

How would it be a conflict of interest if it were men at university a and women at b state university? Women and men don't race each other, so the coach would never be coaching athletes who compete against each other. Assuming the teams never compete at different locations at the same time, the coach can be at all the meets.
College isn't like high school where coaching is expected to be a part time job. You can't just show up for the workouts and meets. You are in charge of recruiting. You are the manager of a staff. You have administrative work to do. It's a full time job, and you won't be able to do it at two institutions unless they both have absolutely atrocious expectations.
Not sure what this guy is trying to get at. Maybe he is a high schooler whose girlfriend will be attending a nearby school and he wants to stay connected through his coach. It really can't be done other than at at a JUCO.
so that's why that other team is at all of our meets
I think you would be doing a disservice to both schools and their athletes.
Toby Tanser coached Baruch College and Fashion Institute of Technology in the same year, I believe.
