Ummm...well for one Netflix and HBO pay hundreds of millions to produce their own shows. And hundreds of millions to buy the rights to the rest.
It's a bit like saying, "Who pays for cars? It cost next to nothing to have cars sit on lots waiting for people to but them"
yeah, I know, a dealer pays by car while an online distributor has very little extra cost per additional unit consumed, so we can argue that the impact of theft is reduced, but there is a very real cost involved in acquiring the product.
Your implication that nobody should pay is assinine and would quickly lead to those companies closing shop and the product being unavailable to steal for any of us.
