You should probably check your facts. Unless the NCAA has changed their rules since I retired, once you give $1 of athletic aid to a need based or academic scholarship, the entire amount counts as athletic aid. Maybe NCState is giving all scholarships to distance runners. Otherwise, they will end up hitting the maximum count allowed even if they don't use all of their athletic scholarship monies.
