This. It also depends on your race distance. If you're training for the half or full marathon, you need to get comfortable running at a certain pace. Tempos are better for training to hold a steady pace. OTOH, if you're training for the mile or 5K, then the interval (fartlek) workout you're describing should be as good or better.
Oh, and let me add that it also depends on the individual.
When I trained with Nick Willis in his miler boot camp, he gave us a weekly tempo workout. At the end of the 6-week camp, almost everyone improved except me. Of course, I was a LOT older than the rest of the camp.
I emailed Nick about this and he and his wife gave me an alternate workout... 2x6x400m (30sec). That's 2 sets of 4x400m with 30sec recovery between reps and 4-5 minutes between sets. After a month of that, my mile time improved significantly.
