Surprisingly, there probably won't be big changes at Foot Locker. There is no shortage of kids showing up at the regional meets, and the national meet is well run, and offers excellent historical comparisons. If you judge the results in a vacuum, the girls had the overall fastest race ever - 3 under 17:00 and the 5th and 6th best times ever, and the boys winner at 15:09 compares well to past winners. In the South and Midwest kids can do both. In the Northeast there is a choice team vs. individual and the results are split close to 50/50.
West is where the real problem exists, but even so the West regional was popular and a team was sent to Balboa. In the West/specifically CA there really is not a choice between FL and NXN, the California State Meet acts as the defacto NXR California Meet. If a team qualifies for NXN, it's completely logical to move onto NXN. For the individual qualifiers, you have a choice to go directly to a nice national meet, or to take a chance to qualify for Foot Locker. Going for FL means you have to turn down NXN, run 2 more meets, and of course run the risk of turning down NXN and then having a bad day at FL West and being left with no national meet. Not a shock, but most/all of the CA kids go for the sure thing.
So the West gets watered down with second team California participants and a 50/50 mix from the other West states like Utah, Oregon and Washington. Unfortuantely, as long as FL participation is high, there probably will not be a change here.
