It might be respectable, but I'd wager it would be nowhere close to their potential.
It should be obvious that the farther away you get from the specific event you are training for the more degradation you will see in performance. A properly trained 5k runner won't have the anaerobic components needed for a good 400 (or likely even 800) and they shouldn't have the long sustained runs needed for a great marathon.
Yes, I understand that you should have specificity in training, meaning if you want to run a faster 400, train for the 400. But I am saying that for the case of an underdeveloped runner who is looking to improve in multiple distances, I think 5K training would yield the best range of results down from the 1500 up to at least half-marathon
