No. Most meets will NOT provide showers and locker rooms to visiting teams. It is very rare for the host to do so. It would be extremely difficult for a host to provide lockers/showers to thousands of athletes most of the time.
Funny consequence of offering showers at meets....
At the Penn State indoor meets (especially the big ones in the early 2000's right after they opened the new track), visiting teams would routinely steal the towels from the hotels in State College in which they were staying. After showering up following the meet, the thieves would leave the towels in the locker room at the track.
The poor equipment guy at the track would have to pick up the used hotel towels, wash & dry the towels, and occasionally return the towels (most stamped with the hotel name) to the various hotels because the piles of towels in the equipment room got TOO BIG!
You couldn't pay me enough to do that gig.
late 90's to early 2000's in so- cal college running scene: yes on many occasions.
In my memory, here are a list of schools that had showers available for usage after track and xc meets:
-occidental
-westmont
-azusa pacific
-pt loma
-CMS
-redlands
Most of the meets at the time were smaller in nature (less than 8 schools competing, and most teams had smaller rosters).
Most of the coaches had known each other and gone way back, and offered teams the usage of their facilities. I never used them, but I had teammates who did. These were the types of coaches who would also crack wise with people on other teams. I remember swimming in the pool at Westmont after a Cross Country meet with people from several teams.
In high school shower facilities were never provided. In college they were always provided.
Is it normal for colleges to provide showers and locker rooms to athletes if they’re hosting a high school meet and making a lot of money from it?

Pretty abnormal. I think a locker room was made available less than 10% of the time for track meets and only once for an xc meet.
