Yeah, you will NEVER have that info. It's part of a programs secret sauce.
On another note, I have no idea why people think they need every bit of insider knowledge about how programs operate. If nothing else, it's just none of your business. It's as if people can't handle a little mystery or mystique about, well, anything. It all needs to be laid out on the table for all to see. I guess that is the cost of the technological information age, no privacy or expectation of it.
And before anyone beats me to it, I'll do it to myself.

It would be more interesting to see overall scholarship levels of DI track programs. How many are fully funded? How many are fully funded to in state? In theory sport budgets, like coaching salaries are probably covered by freedom of information.
I think P5 and the majority of G5 programs a fully funded at least to in state tuition, but my guess would be that in the other 20 conferences there is a large level of disparity between consistent top 3 and bottom 3 programs.
In order to see an event group breakdown you would probably need to see an individual athlete breakdown; not going to happen unless athletes are legally viewed as University employees.
I work at an all female program with only 6 total. Wish we got 12.
We get about 4.7 for women (total, not seperate for xc v track). Some in the conference are at ~9, there is a program with only 2 for women and 1 for men.

You will never find that information. It is not publicly available. Most coaches within their own conferences BS each other on what they have/don't have anyways.

Sorry for double post, but you would be really surprised on the amount of P5 schools that AREN'T fully funded. I am at a pretty large mid-major and we are fully funded thankfully. In fact, most of my conference apparently is. Some of my acquaintances at P5 schools definitely have indicated to me that they aren't fully funded. I was at a large XC invite this year and a few of us had conversations about our funding. I know Cal and ASU aren't fully funded as just a couple of examples. That doesn't stop them from landing good recruits though. The P5 schools definitely have an unmistakable allure. Again, this is all hearsay, as I indicated a lot of us like to BS each other.
Your 2 examples are both fully funded. I believe that Vanderbilt may be the only one who is not.
I have to call B.S. As far as I can tell, some G5 are funded to in state, while many do not have a set scholarship budget and are trying to max out equivalency (like virtually every P5). I am sure there are some G5s that are not fully funded, but most have a fair amount of support (especially for women).
A P5 distance coach complaining about scholarships is just disgruntled because they think their head track coach is not giving them enough of the pie.
They are fully funded. In state or out of state is irrelevant.
