No, there is a difference between a temporary deployment in a foreign country and changing a soldiers home base. They don't take their cars to the middle east on a deployment, but if they have a soldier who is stationed in Pearl Harbor and moved him to San Diego or another Naval Base, they pay to move them and their personal belongings, just like pretty much every other business does if they force an existing employee to change locations.
