If you find yourself running with 1 other person, run next to them, not on their shoulder. If you're in a group of 3 or more, people should start tucking in, but take turns leading. This is right. You can ask people at the start, but you'll be one of the fastest guys not in sub-elite or local competitive. After a few miles you should be able to find some people. You can just ask what they're going for and if they want to work together. It's such a deep field that there's little risk of you finding yourself in no man's land.
Also, it's not even really sensible to try to form a group right at the start because the bridge is so nuts, almost like a cross country start. People have wildly different approaches to that first stretch, but most go way, way too fast both up and down the bridge.
