2,4 DNP??? That's a potent uncoupler of the electron transport chain - great for causing mitochondrial dysfunction. Used to be a weight loss drug in the early 20th century. I could see using it (if you're an absolute maniac trying to die early) to cut weight at the beginning of a training cycle, but it's gotta be a detriment to performance close to the race.
Beyond the 2,4 DNP though, if running is the most important thing in this guy's life, why wouldn't he dope? As a sub-elite he has nothing to lose and everything to gain. The only time I considered doping was when I was a scrub college freshman coming off a major injury. I was going to get cut if I didn't get in shape quickly anyway, so I really had nothing to lose. I could have gotten off the sauce when I made the traveling squad, and it's not like my body wouldn't continue to benefit from all the juiced up training I did (case and point: Gatlin). Luckily I prioritized my health over running, but I could easily see another person in my position making a different decision.
