In that case he needs to be specific about exactly what decongestant he took (ie brand and product name) and that decongestant will have to also contain the other cocktail of drugs he tested positive for. I’d feel sorry for him if he proved it was some decongestant (could have been an honest mistake in that case. I don’t check my decongestants to ensure I’m in line with anti doping rules and elites would get probably get one of those medical exemptions), but he has offered no proof to that effect.
When an athlete tests positive the burden of proof shifts to them to explain why and in this case the runner has done nothing to discharge that burden.
