Background:
29 yo, male, 170lb. Was somewhat active in my HS, College days but nothing serious, just not sedentary. I was a mediocre sprinter at best and never ran anything above 1 or 2 miles and never ran anything under a 6:30 mile iirc.
In the last few month I decided I want to get in shape so I started working out and picked up jogging after doing a bit of reading online. I was pretty eager so I attempted a 5k pretty much on the first week and ended up with ~33min, fairly disheartening but at least that means it can only get better. Fast forward around 2month of 5-20mpw my best 5k is around 27:30 so at least I was making progress. Another 2-3month of 5-20mpw(now). I am at 5k 27:00, 10k 57:00. Still an improvement but it seems inadequate. The thing that concerns me the most is that even at a 7 min/km pace my HR is 130 pretty much 2 mins into the run and drifts to around 160bpm. I usually jog at 6-7min/km pace. Should I just run slower and clock more miles or is there something else I need to do? If I were to stick to 140bpm I imagine it would barely be considered jogging.
Goal:
165lb, 40 min 10k (feels impossible at this point)
I would really like to be in the 160-170lb range if possible.

5k: 27min, 180-184spm, HR avg 178bpm
10k: 57min 178-182spm, HR avg 180bpm
Resting (sleep): HR 52bpm
Max: HR 195bpm
5' 10", 165-170lb
8mm drop shoe, slight pronation, forefoot strike
