Chargers fan here. Leaf is the mother of all bad draft picks. They traded future draft picks to move up the 2nd pick to acquire him. The traded future picks and his contract set the Chargers back five years.
Amazingly, he and the guy picked ahead of him, Peyton Manning, were considered to be a coin flip.
The list is long. Very long. Every year there is at least one QB that fits this description. Okay except maybe 1982...
Baker Mayfield

Jamarcus Russell at least should get honorable mention. He was so bad they changed the rookie pay structure.
Is it fair to proffer the name of Tim Tebow, a Heisman Trophy winner?

Tim Couch in '99 as an honorable mention-course the Browns took him...only reason he wasn't remembered as a bust was he was in the year after Leaf...
Any QB that has been drafted by the browns in the last twenty years.
Matt Leinart
Gary Beban. Beat O.J. for the Heisman. Lasted 2 years in the NFL.
How about...
Andre Ware - 7th pick
Akili Smith - 3rd pick
David Carr - 1st pick
