Those new world rankings are meaningless. For example, Roberta Groaner is still only ranked 127th. We need to focus more on the times themselves. 2:06 is an excellent marathon time. Remember, the 2:06 barrier wasn’t broken until 1999. Granted, Khannouchi didn’t have clown shoes to bounce him to fast times, but, still, it’s silly to deny that 2:06 is an elite marathon time.

Exactly. And no other country consistently tests their lower tier athletes so a bit disingenuous to expect hard up Kenya to pony up the cash for that.

Wrong. Top Kenyan runners don’t get tested at all in their home country. Corruption, bribes, payoffs, etc. people in Kenya have a lot to gain when Kenyan runners win.

It's very hard to blame Kenya on this point. There a enormous pool of athlete and they can't scrutinize all of them. They do catch cheaters, maybe even more efficiently than the americans do, but the talent pool is so big that the less profiles will be tested much less. How many doping testing are there in US at basic school level?
The problem is that these Kenyans from the third or second category in their country are good enough to dominate elsewhere and earn a living.
The article say that it's not state run doping like East Germany nor that it's industrial scale doping like the USA, it's just opportunistic, at athlete level.
WADA described doping in Kenya as largely "opportunistic" and unsophisticated
Not like the indsutrial doping of Balco or NOP.
