In a high school or college meet maybe. Internationally the USA wins the 4x4 90% of the time against a bunch of tiny countries with no depth.

Yeah, I think you are oversimplifying. Cheruiyot has plenty of power. These guys aren’t male Sifan Hassans. Look at Emmanuel Korir — he’s not muscle-bound but can run 44.2. Nijel Amos same thing. Even the banned Asbel Kiprop who had a crazy frame could run some very fast 400s.

Correcting the correction: the bottom four seeds draw for 2,3,8,9.
USA have drawn lane 8, nothing wrong with that.
