I wouldnt equate it to 3:32.2.
The IAAF tables are for ranking purposes and seem not to be made for male/female performance conversion, as they obviously take "performance density" into account (by which I mean the number of registered results per time unit). E.g. in the 1500m, comparing 1303 to 1213 points results in a difference of 6.31s for men and 10.97s for women. That makes sense in terms of different performance densities but not in terms of performance conversion.
I believe that for conversion one is better off with a simple rule of thumb like "subtract 10% from the female time to get the corresponding male time". That would amount to 3:35.18 and would still be crazy.
But in whatever way she manages to do so, we probably have to get used to see crazy things from her. Just to cite two examples:
a) 65:15 in her first serious half marathon, with non-perfect pacing (the first 5k were way too fast) and being on her own for much of the race (which is untypical for a mixed race).
b) A thing that went a bit under the radar: 6 weeks after another world class half marathon and in the midst of ramadan - which she observes - she jetted over the Pacific for two 1500m races in China and returned with a then-SB of 4:00.53, which is crazy in these circumstances.
