First of all, it’s not the same track. There’s more than one track in Portland; Zach ran his race at Lewis and Clark college.
Secondly, the track was re-certified by USATF when they added the rail.
Thirdly, do you really think Nike built a 395 meter track? Why? Just to screw with their athlete’s workouts?

As to your 3rd point, it is possible Nike and/or the construction company intentionally made the track short or made a mistake.
