Why only 11 minutes of football when the game runs 3 hours 12 minutes? Certainly isn't streamlined or efficient.

Don't know why you are comparing American football to track and field when you should be comparing it to rugby.
What's wrong with rugby? A far superior fan friendly game.

A lot of people have some ties to a school or the local pro teams. They are into what happens to them.

It is pretty stupid when you get down to it . There are so many different rules that if you weren’t born in the USA it is just about impossible to understand . I think it is just tradition, your family are fans of a certain college or pro team and you follow them , but it has gotten so violent the players are all getting permanently injured .
I actually kind of like the fact that the action is sporadic because that allows me to put the game on in the background and only pay attention intermittently. I rarely sit down and give a televised sporting event my undivided attention for 3 hours straight, but I frequently put a game on and watch a few minutes at a time while I'm doing other things. Football is perfect for this kind of watching.

This is at least a valid perspective but I (a formerly rabid fan) think football has jumped the shark. I no longer care about or watch any pro or college football.
Its got one foot in the grave and the other on a banana peel.
I did not grow up a soccer fan and I'm not one now but I can appreciate the pace and continuity of the games.

Football is complex beyond the comprehension of the average Euro soccer-rugby fan.
The rules aren't complex, just watch a few games and it will be obvious. But the strategic possibilities are vastly greater due to the forward pass and more liberal rules regarding tackling and blocking.
