1) Where is the rule written this way ?
2) Why is the rule written this way?.
That's now my burning question.
#1 for me is did he miss 3 tests? Were they trying to test him on 3 different days but couldn't find him due to whereabouts failures or on the 2nd and third times did they just realize he didn't have a whereabouts listed for those days? I assume it's the former but want to be 100% sure.
Then I'd like to know why the rule is written that way.
And I do think this reads like amateur hour. 1) Who leaked this? They should be fired.
As far as I can tell, the info presented is:
Test one, june 2018, he had whereabouts listed, but he he swears up and down that he actually meant to put a different location down. Since USADA believes him, they have changed that missed test date to April 1st, since that was the start of the quarter. Never mind that it is extremely easy to just use the phone app to update your whereabouts in the middle of the quarter as your plans change.
Test two, january 2019: his whereabouts was where he was planning to he, but he wasnt actually there, so the date stays the same. We know his whereabouts was correct, because he isnt claiming he made a mistake in how he listed it.
Test three: june 2019: he just wasnt where his whereabouts said he would be. He swears up and down that he planned to be there, but then just wasnt. This is good, because if he told us he forgot to update his whereabouts to where he actually was, we would be forced to backdate this to April 1st, 2019, the beginning of the quarter.
This means everybody would be forced into mental gymnastics as to whether midnight april 1st 2018 to midnight april 1st 2019 is more or less than one year, since it is exactly one year apart. Then our heads would really explode when we realize that the fact that we have leap years implies that every non leap year is actually a portion of a day less than one year. So april 1st 2018 to april 1st 2019 is actually less than one year apart, since 2019 wasnt a leap year.
It is a good thing that CC is a totally honest guy with nothing to gain by claiming that his June 2018th test was due to his failure to update his whereabouts after his plans changed, but that June 2019 was actually him intentionally not being where he claimed be would be. Therefore, dodging testers is legal evidence that he is clean, in a legal sense...
Here's the infos (quarter 1/4-wise).
3+2+2+2 in 2018.
2+3+6 so far in 2019.
No idea why they are targetting him lately?
Coleman missed tests on June 6, 2018, and January 16 and April 26, 2019,
Why did it take until August 2019 for this to be resolved (leaked/announced)? (and then the hearing suddenly "expedited")
Why was Coleman tested 6 times so far in Q3 2019, if he already should have been banned starting on 27 Apr 2019 (early Q2) by three (3) Whereabouts Violations, according to USADA's first logic?
So am I expected to root for this guy now?

Two of the three test attempts on Mr Coleman were USADA directed and one of the attempts was initiated by the Athletics Integrity Unit (AIU).

Patriotic side: Yes.
Ethical side: Meh.
Love to see CC......"I don't cheat and really tired of the accusations, So I will pass on the World's. my little protest"
The World Champs 100m without the world's fastest human, yep, sucks but who can blame CC?
It's all speculation at this point, right?
How is it that nobody on here seems to know the specific findings of fact?
If any whereabouts is on file for the period, then failing to update vs missing a test is a distinction without a difference. If none was on file, it is a failure to provide rather than a failure to update, unless the default provision is a carry-over from the previous period.
I won’t waste my time going through this, I guess I have outgrown caring about track, in its current official form. I will leave track to the mental midgets.
I am out, good riddance to this un-funny joke.
Ding ding ding - and we have the winner.
Bruh. If your plan takes longer to explain than to execute...it’s not a good plan. Kudos to him. “Cleared”. He must be innocent....hey...Remember OJ. He was innocent too. You know...”if it does not fit, you must acquit”.
CC is clean folks!! Woooo hoooo. Go USA!
I gurantee the next time a sprinter gets popped and we have more drug PED talk you
will be there. You really get off on that stuff for some weird reason.

Yes I posted that earlier. The only way this story holds any water is IF he completely failed to provide information for the quarter starting April 1st 2018. On the other hand, how that could happen for a guy of his level and, even worse, how that could go unnoticed until 2+ months later, defies complete logic and I'm guessing that the IAAF is going to appeal this to have it sorted good and proper. There must be an audit trail in the Whereabouts System to see exactly when and what was filed and later updated.

They are targeting him because he missed two tests already and he is a man running under 9.8.
History has shown that nearly every man under 9.8 is a doper unfortunately.
I guarantee Coleman is doping. Missing three tests is extremely dodgy. Doesn't matter that he passed lots of other tests, that's not how doping works. You take the test if you know the drugs are out your system. You dodge the test if they aren't.
From the article:
"Coleman had whereabouts failures on June 6, 2018 and January 16 and April 26, 2019, USADA said.
However, under International Standard for Testing and Investigations (ISTI) guidelines, the first failure is backdated to the first day of the quarter, which in Coleman's case would have been April 1, 2018."
So why don't they back date his April 26 missed test to the first day of the quarter (January 1)? This would give him first and last missed tests of April 1, 2018 and January 1, 2019. Still within 12 months, still a ban.
This is embarrassing for USADA. Apply the rules in any way you want in order to keep a probable PED user who skipped tests to not get caught from being banned. Is this 1980s East Germany or 2019 United States? I'm ashamed of my country's so-called anti-doping agency.

Presumably April 26 is in Q2 and would therefore be backdated to April 1. So his missed tests span from April 1, 2018 (2018Q2) to April 1, 2019 (2019Q2), and are not within 4 consecutive quarters.
And yes it's still a complete joke.
Will he make his flight to Doha?
