USADA recorded a Filing Failure for Coleman on June 6, 2018, when a DCO attempted to test Coleman and discovered that he had failed to update his Whereabouts Filing to accurately reflect his location.
However, based on a Comment in the ISTI that states that Filing Failures relate back to the first day of the quarter, Coleman contended that his failure to update which was discovered on June 6, 2018, should relate back to April 1, 2018,
At least Coleman knew the technicalities of beating the "anti-doping" system well. That's more can be said for some so-called athletes these days, that fail for whatever reason (then need dodgy excuses). USADA has done well in its educational mission.
The rule makes little sense. If you fail to update Whereabouts, but they don't test you for 2 months, it's then a FIling Failure when they (USADA) finally get their act together, rather than a Missed Test? Why should anyone update Whereabouts then, if they are going to dope in that Quarter (and of/c have extra Whereabouts violations to spare)?
