Not a generalization at all. People are starting to understand the physiological limits of the human body, and when so many of the top sprinters are busted for strong stimulants like amphetamines or similar derivatives and testosterone it starts to show what it takes to be at the top.

He skipped three tests. Not one, not two... three.
Even if he's going to "dispute" about one of them, he still skipped three tests.
The rules are clear and frankly, no one misses three tests.
There are two conclusions: he's a doper, or he's an idiot. Take your pick.
In either case he deserves the ban.

"Um. We're with WADA. That would be USADA. So we can't do that. We have to test you. here in Baltimore."
"I'll just go down to the track and get one of the testers there to test me."
"No, that doesn't work either. The rules say you if you aren't where you said you'd be at a given hour, it counts as a missed test."
"Are you crazy? This will be my third missed test. I'm going to go down to the nearest medical lab and video tape myself taking a blood and urine test to prove I'm not trying to avoid anything."
Yes I would ban you because it's explicitly outside of the rules to which I signed up to.

Anyone know how many times this guy was tested in 2018? I just tried using the USADA page but it keeps saying he doesn't exist.

You're a bit dim, aren't you? If there was no sanction for missing the required number of tests runners could ignore the protocol and test only when it suits them; that isn't random testing, and would catch no cheats. Just take the test when you're no longer "glowing". Great. The message from the protocol is unequivocal: miss three tests and you'll be sanctioned for doping. Can't be clearer.
