I'm pretty sure the splits are, as the sheet says, each 100m, with the last one being 109 meters. Otherwise, it's hard to make sense of the first and last splits.
If, as you say, the first split is really 109 meters, not 100 meters, then we need to adjust everyone's first split time down by 9%. If we do that, Klosterhalfen's first 100m time goes from 15.8 to 13.7. This by far her fastest 100m. It is way faster than her final 100m, which is 17.6. (17.6 is much slower than her penultimate 100m, which was 16.0 flat.) If, on the other hand, the sheet is correct, and the final split is for 109 meters, we need to adjust everyone's final split time down by 9%. If we do that, Klosterhalfen's final split goes from 17.5 to 16, which is in line with the her times.
This also means the 1500 meter times on the sheet are correct, and do not need to be adjusted down.
