Semenya fails to meet the test of what is female by your own standard: she is not phenotypically female. "She" possesses internal male genitalia (testes) and lacks the female secondary sexual characteristics of breasts.
But the phenotypical measure is not what counts in a discussion about sporting participation: as a 46XY Semenya is genotypically male with functional testes - hence her enhanced (male) levels of testosterone. It is her male characteristics - muscles, bone structure, cardiovascular capacity as well as testosterone - that combine to give her an unfair advantage in women's sport.
That Semenya is DSD male (46XY 5-ARD) renders any phenotypical definition (internal and external genitalia, secondary sex characteristics, lifestyle) irrelevant in this context.
Almost all males and females are definably so genotypically (XX as female and XY as male), and the exceptions are incredibly rare. Only DSD males - as Semenya is - with male levels of testosterone or females with hyper-androgenism (Chand) pose issues for women's sport, as they possess male advantages in women's competition.
