In a mass shooting in a large crowd, reload times don't have much impact in the ending result. Handguns are also easily concealed. As someone who has fired both military equivalents on multiple occasions you are just wrong.
I'll give you a M9 and I'll take an M4 and we will start walking toward each other from 50yd and see who hits who first and how many times.
Rounds per minute is much higher on the M4.
The average rate of fire for an M9 is 15 rounds per minute.
The average rate of fire for an M4 is 45 rounds per minute.
These numbers are an average, and the biggest difference is target acquisition, which is much easier with the M4.
The muzzle velocity is 2.5x faster with the M4.
You can kill more people quicker and at longer range with the M4 vs the M9.
Maybe we should just arm our infantrymen with M9s if they are basically the same?
