No. He went all the way to Lima to run the way he always does.
He obviously is fit -- he ran a 3:49.98 mile indoors in March. But he hasn't figured out how to translate his fitness into race results. He finished 10th at USAs a few weeks ago. His tactics were so bad, Rojo wrote a whole column about them.
Since this is his best finish this year in championship race (he was 3d at Indoors, where only the first two places count), maybe he learned something from Rojo's tutorial.

I’ve been watching this for 20 min and they’ve had one 400m race and 3 medal ceremonies. This is not the way to get people to watch your sport.
Cockrell needs to get it done in the 400H.
