Cyclists calves are not strong. They look impressive due to very low body fat and genetics. Calves are highly genetics. But a runners calves are usually much stronger than a cyclists. Of course, a weightlifter/bodybuilder has even stronger calves than runners (if they train them seriously).
Now quads are a different story - here cyclists are MUCH bigger and powerful than runners. Runners squat 1.5x their bodyweight and think they lift heavy. Cyclists do much more than that, just from their cycling-specific strength. Cycling works the quadriceps just like running works the hamstrings - but the quadriceps is the one that stands out optically.
