Well, that didn't seem to stop the IOC from not picking a US city for 20 years despite us bidding every year and North America not hosting summer games 1996. Or the fact that the Olympics is financially solvent due to the US market.

The Olympic charter actually designates the "window" of dates for the Summer and Winter Games. An exception can be granted (as it was in Sydney).
Another factor is that NBC pays billions to televise the Games and does not want it going up against the Fall Tv programs, the NFL and MLB playoffs (all of which NBC televises). July-August is a dead time for American TV. The streaming model and cutting the cord might be growing, but a lot of people still use cable or satellite.
BTW, it is hot in the summer is not news.

You do realize the summer Olympics are held in the SUMMER? You expect it to be cool anywhere in the summer? The marathon is just one event and it's really not the most important marathon anymore.
