Hmm....the 1964 Olympics in Tokyo were in mid-October. That would have made sense again.

They're not going to stick it in a dump just because they want a cool marathon.
Cities big enough to host that are not hot in the summer are pretty rare these days. Bad week to suggest it, but you'd be stuck with London every time if you wanted a reasonable guarantee.

Atlanta was hot in regards to temperature, but the Tokyo is on another level with humidity

The Olympics are only about maximizing income for the IOC, sponsors, and broadcasting companies. The performance of the athletes is a distant second, especially for events few people really care about like the marathon and other distance events. That's why few events are held at the ideal time of day or ideal location for the athletes. Otherwise, the summer Olympics held in the southern hemisphere (Rio and Sydney) would be in their summer: December, January, and February.

Well, the JOC made a "consulting payment" to Black Tidings and Ian Tan Tong Han. Who is Black Tidings? The same company paid to launder funds to IAAF "consultant" Papa Massata Diack. So Tokyo was picked by IOC member (and IAAF president) Lamine Diack and his cronies on there.
The same scheme (without the same middleman) that ended up picking Qatar for the IAAF championships this fall. There Qatar just ending up paying a "consulting fee" to Padmodzi Sports Consulting, Papa Massata Diack's preferred laundering agent.
The same way Brazil got the 2016 Olympics.
Lamine Diack had already been previously sanctioned for accepting bribes in conjunction with the IOC bidding process.
So what you're saying is that we should just expect the big oil countries to win every bid for every event for the rest of time?
Tokyo may be the last city on Earth with enough resources to be able to put on the Olympics without leaving behind piles of debt and despair. After the economic disasters in Athens and Rio, the IOC is only going to put the games in the wealthiest cities from now on.
The Olympic marathon is no longer the event it used to be. The IOC is happy to make the marathoners take one for the team. Sprinters like warm weather. The only other big outdoor sport is soccer, which is not too badly affected by the heat. The rest of the big events are indoors.
