Still missing the point. A 45 year old from the EPO era still running like a youth is surely a doper, but he only falls as a subset within that vast pool of dopers that makes up the majority of top competitors in this wonderful sport today.

He did test positive. For his A sample. Or they wouldn't have had to refer to his B sample. Educate thyself. The lab likely screwed up, so he got off.
I can't really call Brendan Lagat American since he is literally Kenyan. Let's assume he was born here. Then he is the GOAT American runner by a long shot. He has been at a high level for longer than anyone else by far. What a range. It would be cool to see if he would ran under 2:10.

Read the report. If someone ran a scantron through the machine backwards and it said they failed, and then they re-ran it through correctly and they passed, as well as the carbon copy which passed, would you say they failed?
