There was a 17 year old running 356 miles back in 60s. This isn't some unbelievable time..

Westerners are nearly all born in hospitals, which are required by law, a law that is enforced by inspectors and auditors, to fill out birth certificates with a declared name before the child leaves the hospital. There is a footprint and maybe a handprint taken as well. The birth certificate is filed with the state/county/federal gov't. In Ethiopia and Kenya, by contrast, birth records are spotty and many births do not even take place in hospitals still. An article I linked previously had about 40-50% coverage in those countries, and besides there have been numerous scandals and admissions concerning age cheating in both countries. For instance:
