One country as in Kenya. Morocco never does it these days, and something like 30 of those 34 performances are one guy.

Go back and look at the WC and Olympic finals, consistent 1:44 and 3:36 are the athletes who make the finals. Making finals favours athletes who are consistent versus one-off winners.
