When I was HS age, I ran a lot. I know Cam Levins is known for obscene mileage and even Ben Barrows has footage of doing a couple enormous weeks, but they weren't doing it in their first 2 years of training. I hit about 80 as an underclassmen but was at about 70 most of the time. Competed pretty well, mainly 10km but an occasional marathon. Had a Lydiard book and was very influenced by it. Point is, the laziness and apathy you are all concerned about did not apply to my training group and me.
Well, the point is that none of this would be easy today. Back then, coaches actually obeyed State rules about having no contact with athletes outside of very specific dates and even certain times of day according to local district rules. So, they intervened minimally if at all. Coaches minded their own business.
All of you bragging that anyone willing to run is on the team. Heavy-handed pressure perfected by the Hunters at 'Valley'. Do most of you go so far as contacting parents like Mrs. Hunter does? The approach outlined on this thread would have led to me quitting the sport. My dad screaming at me that a coach keeps calling, I haven't shown up for a practice yet, and why can't I just get with the program would have led me to just stop training. Then, I technically wouldn't have been on the team nor obligated to participate.
Intolerance of youth running without your supervision is a character flaw endemic in today's coaches. Those who don't show up to worship you don't need your pressure. They don't need anything from you. Get off their backs.
