If you are talking on the highest level (strongest cyclists vs strongest runners), cyclists would crush the runners.
Even the physically strongest runners which are 100 and 200m sprinters are very light and weak compared to a track cyclist that goes up to 50 mph on the flats with 30 inch thighs.

Agility can easily overpower muscle.
Plenty of muscular people don't know the first thing about fighting. I know of a female who is a state marshal, retired MP, less than 145 lbs. She is really in to marshal arts, and can beat the crap out of 200 lb guys.
Recreational cyclists don't typically fit that image of the olympic track cyclist with massive quads, so I don't think we have to worry about that. Also, a decent road bike isn't exactly cheap. It's not typically a priority for someone to spend several hundred dollars or even over a thousand dollars on a bike. The people spending big money on a bike probably have decent jobs, and they probably grew up in a family that is on top of its stuff. These people have probably gotten to very few fist fights growing up and wouldn't know the first thing about physically taking someone down. Many runners would also be in that same boat, but I'd think that more runners have come from backgrounds where they know how to handle themselves in a fight than cyclists.

Cyclist generally carry more weight than runners so when these two do attempt to throw down the cyclist probably has the edge.
Runners have more adrenaline. Best cut them down quick, otherwise watch out.

Depends, if it was "Tito" Trinidad I would bet on him. Besides boxing he was an avid runner, he ran 1h:20's at San Blas Half marathon back in '98 in preparation for his fight with Mahenge Zulu
