My guess is too much time in the weight room and not enough sprinting talent.

Your form is actually quite decent, but your arms are too far out in front of you when you're driving. Aside from that, keep doing short sprints and try to emphasize good form as much as max velocity when you're doing them; sloppy form with sprints compromises your training and performance gains more than you'd think

It is hard to tell because this video is shot directly into the sun, but on a day with not enough sun. Could you try to get another video but this time on a day with two suns to shoot directly towards?
